Please be advised that MSA distributed nomination forms for the Commissions last week, the deadline for nominations is this coming Friday, 4 February 2011.

In terms of the Strategic Plan and in line with MSA's Articles, it is time for the nomination of Commissions. 
 
You have previously received a "Terms of Reference" Newsletter, setting out the the Purpose, Direction, Objectives as well as the Nomination, Election and Appointment process.  These documents are also available on MSA's website under the Strategic Plan Link (right hand).
 
To refresh your memory and for convenience, we have extracted the section relevant to the Composition of the Commission below.

RALLY COMMISSION
Composition:
In terms of MSA’s Articles, the structure of existing and new Sporting Commissions is determined by the BOD acting on the recommendation of MSA ManCom.
The Commission may appoint or dissolve such sub-committees (Working Groups) as may be considered necessary and may delegate to such sub-committee (Working Group) such of the powers and duties of the Commission as may be deemed appropriate.   Each sub-committee (Working Group) shall have a Chairman and if considered necessary, a Vice Chairman.
  
Executive Committee (Exco)

  • Commission President
  • 4 Working Group Chairmen
  • MSA/Commission appointees if required
  • MSA Non-Circuit Sporting Manager
(All members have voting rights)
Working Groups:

 
1.     Competitor Working Group
2.     Promotion & Marketing Working Group
3.     Sporting Working Group
4.     Technical Working Group

 (All members within the relevant Working Groups have voting rights)
Ex-officio (non voting)   :   CEO
             
Nomination / Election / Appointment process:
 
Executive Committee (Exco)
In terms of MSA’s Articles, the Commission President shall be appointed by the BOD in consultation with the CEO and MSA ManCom.
A Vice President of the Commission may be elected annually by the members of the Commission from amongst its members.
The Executive Committee of the Commission shall be appointed by the CEO and the Commission President, in consultation with members of the Commission concerned.
The maximum number of members of a Commission (the Commission Exco) shall be 10, including the Commission President, experts and any MSA Appointees (appointed by the CEO).
 
Working Groups:
As every Working Group has specific areas of responsibility, there will be no fixed maximum number of members for any of the Working Groups, but it must be borne in mind that larger groups tend to take longer to make decisions.
 
To ensure that all Working Groups function properly and are pro-active, the minimum number of members of any Working Group shall be 4.  Members of the various Working Groups will be nominated/elected and appointed as set out below.   Where deemed necessary, the Commission may appoint up to 25% of the total number of members of each Working Group.
 
1.    Competitor Working Group:
Six Members of this Working Group are nominated and elected by National Rally competitors (three drivers and three co-drivers) participating in National Rally events.   One member appointed by the Commission.  As set out under the heading “Executive Committee” above, the Chairman of this Working Group (who will be a member of the Commission Exco) will be appointed by the CEO and the Commission President, in consultation with members of the Working Group.
 
2.    Promotion & Marketing Working Group:
Experts in the field of marketing and promotion and preferably with a sound knowledge of rallying, appointed by the Commission.  Representatives of the motor vehicle manufacturers involved in rallying (restricted to one delegate per motor vehicle manufacturer) as well as a representative of the Series Sponsor, must be included in this Working Group (such representatives being nominated by the motor vehicle manufacturers and the sponsor).  As set out under the heading “Executive Committee” above, the Chairman of this Working Group (who will be a member of the Commission Exco) will be appointed by the CEO and the Commission President, in consultation with members of the Working Group.
 
3.    Technical Working Group:
Up to three Technical Experts with a sound knowledge and experience of rallying, appointed by the Commission. In addition, two members of this Working Group must be nominated and elected by National Rally competitors (drivers and co-drivers).  This Working Group must also include technical representatives from the motor vehicle manufacturers (restricted to one member per motor vehicle manufacturer) involved in rallying - such representatives being appointed by the various motor vehicle manufacturers.  As set out under the heading “Executive Committee” above, the Chairman of this Working Group (who will be a member of the Commission Exco) will be appointed by the CEO and the Commission President, in consultation with members of the Working Group.
 
4.    Sporting Working Group:
Members of this Working Group are nominated and elected by the promoters/organisers of National Rallies (restricted to one representative per promoter/organiser), and members appointed by the Commission (rally officials, competitors, etc) – in consultation with rally stakeholders.  As set out under the heading “Executive Committee” above, the Chairman of this Working Group (who will be a member of the Commission Exco) will be appointed by the CEO and the Commission President, in consultation with members of the Working Group.
